FRANCONIA, VA — The Fairfax County Board of Supervisors voted Tuesday to approve a residential addition to a future development near the Franconia-Springfield Metro station. The Liberty View mixed-use development will now include a 300-unit multifamily apartment building, according to developer Monument Realty.
Liberty View will be located on a 13.4-acre site in the northwest part of the Franconia-Springfield Parkway and Beulah Street intersection. The residential building is planned to have 12,675 square feet of ground-level retail, a swimming pool, fitness center, bike trails and covered parking.
Planning has been in the works for nearly a decade with multiple amendments submitted to the county along the way. The Fairfax County Board of Supervisors approved rezoning of the site in April 2011, allowing up to five office buildings between 180,000 and 220,000 square feet, and one of those office buildings to be substituted for a hotel use. The latest approval allows for one of the office buildings to be substituted for the residential use.
Rodney Lusk, the new Lee District supervisor, voiced support for the substitution from office to residential use for one building. He noted that the local real estate market and county have seen increasing office vacancy rates.
The latest approval means the initial construction phase can begin for the development. The Lee District Land Use Committee and Fairfax County Planning commission endorsed the proposal before the Board of Supervisors approval.
"We are extremely pleased by the prospect of bringing a mixed-use development to this important Metro location," said Russell Hines, president of Monument Realty, in a statement. "With the new TSA headquarters opening in 2020, the recent renovation of the Springfield Town Center and the Amazon announcement earlier this year, the Franconia-Springfield area is well-positioned to welcome new residential, hotel, retail, and office development to an area that has great market fundamentals."
According to county staff, the main access point to the development would be through Jasper Lane, a private street connected to Metro Park Drive. A right-turn only entrance from Beulah Street was also proposed.
A timeline for the project construction has not been announced.

A stretch of Richmond Highway in southern Fairfax County known for shabby motels and other aging commercial development is poised for a major overhaul that could quadruple the area’s population.
The Fairfax County Board of Supervisors unanimously approved its “Embark Richmond Highway” plan on Tuesday, aimed as a catalyst for new development along a 7.5-mile stretch of Route 1 between Huntington and George Washington’s Mount Vernon estate.
The plan calls for widening Route 1 for additional lanes and to accommodate bus rapid transit running primarily in the middle of the roadway between the Huntington Metro station and Fort Belvoir.
Supervisors approved more residential development within a half-mile of nine new BRT stations. The plan foresees a maximum of 18,000 housing units and 8.5 million square feet of nonresidential development along the corridor, including offices and hotels.
The envisioned high-density, mixed-use development would be clustered in six community business centers around the BRT stations, with the areas of North Gateway, Penn Daw, Beacon-Groveton, Hybla Valley-Gum Springs, South County and Woodlawn gaining new street grids and approvals for taller buildings.
The plan approved Tuesday also supports extending Metro’s Yellow Line south with new stations in the Beacon-Groveton area and in Hybla Valley. It also calls for new bike lanes and sidewalks on both sides of Route 1.
According to The Washington Post, county officials say the plan could potentially increase the area’s population to 40,000 — more than four times what it is today.
The plan has an estimated $750 million price tag, plus substantial state and federal funding needed for the transportation improvements, according to the Post.

The federal government has picked a Springfield site as the new headquarters for the Transportation Security Administration, a major victory for the Fairfax County submarket after a federal judge struck down plans to move the agency to Alexandria instead.
The General Services Administration awarded a lease to an affiliate of Boston Properties (NYSE: BXP) to build the TSA a new, 625,000-square-foot headquarters as part of the agency's planned relocation from its current home in Pentagon City. The 15-year-lease is valued at $316 million, according to a FedBizOpps.gov notice posted Thursday afternoon. Occupancy is expected in mid-2020, according to a source familiar with the deal.

"We are extremely excited and very humbled by the responsibility to develop a headquarters for an agency with a mission-critical nature like the Transportation Security Administration and we pledge to devote all resources necessary to construct a building worthy of their important status," Boston Properties Senior Executive Vice President Ray Ritchey said.
Ritchey declined to comment further on the lease award or details of the new headquarters. The site on Springfield Center Drive is immediately behind the GSA's massive Springfield warehouse that was a contender to host the FBI's consolidated headquarters until that search was called off last month for lack of funding. It is also a short walk to the Franconia-Springfield Metro station via Metro Access Road.
The outcome is one few could have expected two years ago, when Boston Properties protested the GSA's award of a lease shifting the TSA to Victory Center in Alexandria. Still, a federal judge agreed with Boston Properties, finding that the federal government exceeded its authority by awarding a lease in excess of the 625,000 square feet the House and Senate authorized for the new headquarters.
Judge Charles Lettow ordered the federal government's lease at 5001 Eisenhower Ave. to be voided, prompting the agency to reopen the bidding process. Lettow, in his order, dismissed the federal government's argument that the lease couldn't be overturned once awarded, arguing the GSA was not entitled to keep its "ill-gotten gains."
The decision is a blow to Victory Center's owner, an affiliate of PGIM Real Estate, formerly Prudential Real Estate Investors, which has struggled for years to land an anchor tenant for the vacant building. It's also a setback for Alexandria, which had stepped in to offer financial incentives to help bring the agency to 5001 Eisenhower Ave. Alexandria economic development officials are weighing plans to encourage the owners of empty buildings like it to convert into other uses, such as residential.
Among the indirect beneficiaries of the new lease is Pennsylvania Real Estate Investment Trust (NYSE: PEI), which owns the Springfield Town Center property on Loisdale Road a couple blocks from what will become the TSA's new headquarters. The TSA has about 3,400 employees, a large base of potential customers for the revamped former Springfield Mall, and its presence will likely lead PREIT to advance the redevelopment of the 78-acre town center's expansive parking lots. The property is entitled for about 3 million square feet of additional mixed-use development, including residential, office and retail, which played heavily into the town center's $465 million price tag.
"It’s a confirmation that all the revitalization and improvements that we’ve made in Springfield are paying off," said Supervisor Jeff McKay, D-Lee. "It’s definitely huge for Springfield and for Fairfax County."
One of those improvements is the $84 million extension of Frontier Drive, from the Franconia-Springfield Parkway to Springfield Center Drive and looping around to Loisdale Road — creating key access to the TSA site and other potential development nearby. The design is being completed now, and it is a candidate for Northern Virginia Transportation Authority funding this year and next.

<b>Embark Richmond Highway</b> is an initiative focused on creating a multimodal future for the Richmond Highway Corridor. This effort responds to recommendations from the <b><a href="http://www.drpt.virginia.gov/" style="color: #084588; text-decoration: none;">Route 1 Multimodal Alternatives Analysis</a>,</b> conducted by the Virginia Department of Rail and Public Transportation (DRPT), and intends to assess and refine the recommendations from the study by providing more detailed guidance in the Comprehensive Plan for the implementation of transit in the corridor. Embark Richmond Highway also includes coordination with the Virginia Department of Transportation (VDOT) and federal agencies to conduct Environmental Assessments (EAs). The recommendations from the Route 1 Multimodal Alternatives Analysis include:</div>
<ul style="margin: 0.5em 0px 0.6em 1.5em; padding: 0px;">
<li style="margin: 0.5em 0px; padding: 0px;">Implement Bus Rapid Transit (BRT) along Richmond Highway;</li>
<li style="margin: 0.5em 0px; padding: 0px;">Plan for nine BRT stations from Huntington Metrorail Station to Accotink Village, Fort Belvoir in Phases I and II of the preferred alternative;</li>
<li style="margin: 0.5em 0px; padding: 0px;">Evaluate the planned land use density and the mix of land uses within a ½ mile radius of the proposed stations;</li>
<li style="margin: 0.5em 0px; padding: 0px;">Consider urban design guidance and other elements supportive of BRT;</li>
<li style="margin: 0.5em 0px; padding: 0px;">Construct six vehicular travel lanes on Richmond Highway;</li>
<li style="margin: 0.5em 0px; padding: 0px;">Provide additional vehicular, bicycle, and pedestrian connections along the corridor; and</li>
<li style="margin: 0.5em 0px; padding: 0px;">Provide general guidance supportive of a future Metrorail Yellow Line extension from Huntington to Hybla Valley.</li>

A 13-member Advisory Group was appointed by Supervisors McKay and Hyland in the spring of 2015. The Advisory Group is comprised of Southeast Fairfax Development Corporation (SFDC) members, representatives from the Lee and Mount Vernon Supervisor Districts, and an at-large representative. This group assists with community outreach, provide local and/or subject area expertise, offer input on technical work and recommendations developed by staff, and reach out to stakeholders and the public to encourage participation. In addition, the Advisory Group offers input on technical work and plays a key role in disseminating information about ongoing activities and communicating with staff about any concerns or questions they are hearing from the community related to the project. Previously, the center was approved for 1.2 million square feet in office space, but developer<a href="http://www.hallecompanies.com/" style="background: transparent; box-sizing: border-box; color: #0a74c6;" target="_blank"> Halle Cos. </a>requested to convert two unbuilt office buildings into residences instead, the county noted.</div>

In 2008, Halle received approval to build these two, 200-foot offices, citing the demand for new office space due to the move of jobs to Fort Belvoir as a result of the federal base realignment and closure plan, according to the county.</div>

When it recently reversed course, the developer cited a fundamental shift in demand for future office space following the recession, saying the need for large space “is not anticipated to fully return as a new generation accustomed to collaborative and flexible offices enters the workforce.”</div>

Four residential buildings will rise up on an almost 5.5-acre site on a mainly surface parking lot just south of Kingstowne Village Parkway (click on map above). The developer anticipates that three of these buildings will be apartments, and one may be a condo, and 10 percent of the total number of units will be reserved for people ages 55 or older.</div>

The up to 150-foot buildings will be oriented around a pedestrian-friendly "spine" street, and they will be built on top of four-level underground garages to serve residents and shoppers. The approval includes 68,000 square feet in new shops and restaurants, which will be located on the ground floor of each of the four new buildings.</div>

Halle also will make improvement to the existing public plaza located across from the movie theater. It will add a seasonal ice skating rink and interactive water feature, along with tables and chairs and landscaping. One of the residential buildings will offer a pedestrian breezeway that will connect directly to this updated plaza.</div>

<b>To allow for planned mixed use development near Metro stations and older commercial areas, like Reston or Annandale, Fairfax County <a href="http://www.fairfaxcounty.gov/dpz/zoning/pdc-prm-crdamendment/" style="color: #084588; text-decoration: none;">updated its zoning laws</a> on Tuesday.</b></div>

The <a href="http://www.fairfaxcounty.gov/government/board/" style="color: #084588; text-decoration: none;">Board of Supervisors</a> approved the zoning changes that will provide the zoning mechanism to implement some of the higher intensity mixed use recommendations already adopted as part of the county’s Comprehensive Plan. T<b>hese are specifically in places where the county’s land use plan already calls for a greater mix of homes, shops, and restaurants focused in lively, walkable environments.</b></div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 12px;">
<b>Officials say the update was needed to align the county’s zoning laws with its land use plan.</b> The ordinance regulates allowable development, and without the changes, the mixed use development recommended for certain areas can’t be considered through the rezoning process.</div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 12px;">
The change allows a maximum, 5.0 floor area ratio, a measure of development intensity, in specific areas. This FAR would only apply to planned commercial and planned residential mixed use districts if they are located in a transit station areas, community business centers or community revitalization districts.</div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 12px;">
Reston offers a good example. The county <a href="http://www.fairfaxcounty.gov/news/2014/fairfax-approves-transit-oriented-development-reston.htm" style="color: #084588; text-decoration: none;">approved greater development intensities two years ago</a> for the areas around the four Silver Line stations. In some locations closet to the rail station, the land use plan calls for development intensities that can reach a 4.5 FAR, but the zoning law didn’t allow this for FAR until now.</div>

Under the updated zoning law, t<b>he increased development intensities would be allowed only if:</b></div>

<li style="margin: 0.5em 0px; padding: 0px;">The property is within a transit station area, community business center or commercial revitalization area.</li>

<li style="margin: 0.5em 0px; padding: 0px;">The property is rezoned based on an action by the Board of Supervisors following public notice.</li>

<li style="margin: 0.5em 0px; padding: 0px;">Stimulate greater economic growth</li>

By 2040, the D.C. area may add 2.1 million new residents based on regional forecasts. Fairfax County is estimated to grow the most with more than 287,300 new residents. Because of this anticipated growth, Fairfax, along with other localities, want to locate new housing and jobs in mixed use activity centers. <b>The county’s land use plan clusters future commercial and housing development into these centers that make up about 10 percent of the land in the county.</b></div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 12px;">
<b>The plan puts 99 percent of possible, future office, retail, hotel and industrial development in these centers, along with 83 percent of new housing.</b></div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 12px;">
This strategy protects existing suburban neighborhoods that make up most of the county—and it also helps to boost economic growth.</div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 12px;">
The zoning update<strong>supports the county’s</strong> <u><a href="http://www.fairfaxcounty.gov/success" style="color: #084588; text-decoration: none;"><strong>Economic Success Plan</strong></a></u><strong>. In part, this plan calls for building dense, mixed-use, transit-oriented developments where people can live, work, shop and play</strong><b>.</b><strong>These projects attract more residents, jobs, and businesses.</strong></div>

These <b>urban, walkable communities produce higher economic returns</b>, according to academic research. The think tank Brookings looked at 201 walkable communities in the D.C. region, including Fairfax. Compared to suburban locations, researchers found that walkable places generated on average per square foot:</div>

Increasingly, these communities are where everyone from millennials to baby boomers want to live. For example, 45 percent of Americans want to live where can easily walk to shops and restaurants, according to a national poll by the National Association of Realtors. This figure is even higher among millennials at 51 percent making this approach to future growth and development all the more important for Fairfax County.</div>

We know there are many out there eagerly anticipating the opening of the Spotsylvania Station on the Fredericksburg Line. Thanks to all the hard work by Spotsylvania County, VDOT and VRE’s staff and contractors (and the patience of our riders), we are happy to announce that the Spotsylvania Station will open on November 16, 2015 with the first train leaving at 4:57 a.m. All trains will operate the existing schedule of service. The only change we are making is a Spotsylvania stop eight minutes before the Fredericksburg Station. See below for the Fredericksburg Line schedule with Spotsylvania added.
The general public is invited to attend a ribbon-cutting ceremony on November 16th at 10 a.m. Local, State and Federal elected officials will be in attendance to help celebrate the station opening.
We will not begin the new train and the related new schedule on November 16th. There are some scheduling coordination work we need to complete with our host railroads, but we will begin the new train and new schedule before the end of the year. Don't worry, when we are ready to announce the date for the new train and schedule, we will do so via the normal communication channels, Train Talk, our website, Facebook, Twitter, etc.

Besides the empty office building across from Kohl's that will be finished in June, there are even more office buildings coming to the Kingstowne area.
According to its website, The Halle Companies — which also owns parts of Kingstowne Towne Center — plans to build a Kingstowne Towne Center Office and Retail building to be located at 5931 Kingstowne Village Parkway and 5951 Kingstowne Village Parkway.
The project will include four office towers totaling 1,200,000 sq. ft of office space with an additional 30,000 square feet of ground-floor retail space. The Halle Companies was not interested in speaking with Patch about the plans for the project.
The Halle Companies' empty office building located at 5650 King Centre Drive is currently generating interest but doesn't have any confirmed tenants and this may be due to the issues surrounding sequestration, said David Stoudt with Jones Lang LaSalle.
"The issue with sequestration is crippling the entire region from a government contracting standpoint," Stoudt said in a phone interview last week.
Over on Beulah Street, a three-story office building is going up and is expected to be completed in June. The 36,000 sq. ft. of LEED Silver certified space — owned by Beulah Street II, LLC — is being developed as a new corporate headquarters for the primary tenant NES Associates, according to a recent L.F. Jennings news release.
Additional design themes focus on alternative methods of transportation. Beulah Street II will provide tenants with electric car-charging stations and a bicycle storage building.

Construction on the office building at the corner of Kingstowne Boulevard and South Van Dorn Street will be completed by March 1, said broker for the property David Stoudt of Jones Lang LeSalle.
The space is 110,000 sq. ft. and is owned by the Halle Company, which also owns parts of Kingstowne Towne Center. Stoudt said 5,000 sq. ft. is for potential retail space on the ground floor of the property.
Work on the individual spaces inside the building have not been completed. As of Tuesday afternoon, no leases were signed for the space but LeSalle has received many inquiries.
Stoudt said many of the inquiries about the property are from governmental agencies, and the questions surrounding sequestration could be the reason those prospects haven't finalized their decisions to lease the office space.
